SOS chaining increases your chances significantly. I can't remember the percentages but the more you chain, the higher percentage chance you have of the reinforcement having a HA.
Generally though it's quicker and easier to look for level 1 to 10 Pokemon on the GTS, they're often breedjects with good IVs and HAs.

OP, I've revived both fossils. The Cranidos happened to be Adamant so I'm breeding myself a copy right quick. Put up a Mareanie for a lvl 11-20 male Cranidos and you'll have it in ten.
