Might be injected, or the owner really wanted one with low Atk and/or a better nature.
Since Alolan Raichu is weak to Foul Play, its reasonable to want to minimize its Atk stat. Also, Neutral natures are really unpopular. Raichu would be much better off with Timid or Modest.
