"Speed" isn't actually how fast a Pokemon can move. A better word would be "Initiative", which I think is actually used for the stat in some other languages.

Most Alolan Pokemon have low reaction time because they're so goddamn relaxed

Movement speed doesn't necessarily translate to the speed stat. Speed stat is the speed at which they attack. Vikavolt clearly has to either wind-up attacks or it moves so quickly that it needs time to properly aim and line up attacks.

You need to use Agility to get Viccy up to speeds.
