So if you were to make a 2-D fighting game like Street Fighter with Pokemon, who would you put in? What would they do? What kind of character would they be?

Gen 2: Steelix, feraligatr, hitmontop
Gen 3: Grovyle, sableye, metagross
Gen 4: Infernape, Staraptor, Rotom (all forms)
Gen 5: Meloetta, Galvantula, Haxorus
Gen 6: Xerneas, Hawlucha, a male and female meowstic tag team
Gen 7: Wishiwashi, Silvally with type changing gimmick, toxapex
Only ones that don't have a rep are regional rodents and any legendary trio, I think.

Gen 1: Machamp (heavy grappler with punches), Gengar (projectile zoner), A-Muk (long limbs/trap zoner with poison gimmick)
Gen 2: Heracross (stance character like Gen, one where he fights upright and another prone like a beetle), Azumarill (unga high damage charge character), Jumpluff (runaway/debuffs)
Gen 3: Swampert (bruiser character with armor on his moves), Mawile (starts out weak, gathers resources to turn mega for a short time, think Zappa or Phoenix Wright), Zangoose and Seviper (tag team joke character, their moves involve using each other to hit opponents)
Gen 4: Infernape (branching rekkas with good mobility), Staraptor (air control, flight instead of jumps), Weavile (pixie)
Gen 5: Meloetta (mode swap gimmick character like ABA or Izayoi), Golurk (basically Sentinel but with more punching moves), Cobalion (striker character, calls the other musketeers as assists)
Gen 6: Greninja (ninja character), Chesnaught (counter character), Hawlucha (light grappler with high mobility)
Gen 7: Decidueye (balanced character with a dedicated projectile button), Kommo-o (jack-of-all trades), Tapu Koko (sets up small patches of Electric Terrain on the stage, it buffs his moves when he's standing near one)
Lucario and Blaziken can be the obligatory hyper shotos.
Zygarde can be the boss.
