i see two options:
armature wire and sew it out of fabric then stuff it with foam
or
sculpt it and make a mold, then roto cast it out of resin.
i would opt for version one.

with armature wire you might be able to give it some articulation, with a solid cast it will look more convincing, but it will be rigid.
