The reasons are complicated, but the short version is "they don't make nearly as much money off licensed series as they do original series", so they've been trying to phase it out for years. It's a little complicated but yeah, their pre-teen targeted live action shows got really popular, while they didn't really have any new cartoons, so they slowly got pushed out onto Toon Disney, which soon became Disney XD to accommodate even more live action shows.

Then, once they started getting new cartoons, they didn't want to shake up what has already been established on regular Disney Channel for quite a few years now, and just started seeding the new animation shows into Disney XD.

You should have heard some of the crazy ideas they had about Pokemon.
