I doubt they knew what they wanted to do with Serena until at least episode 30. Not only that pretty much XY70 - XYZ 47 felt rushed. Things picked up really fast and lots of things got rushed.

It feels like they know what they want to do with Lillie from the get go so things will be more paced unlike XY.

For the development Serena was given, it was impressive for Pokemon standards. If Lillie gets the same treatment but started earlier she will be just as good if not better then Serena.
