No, it should've had its defenses and health reduced to 80 and the 45 stat total redistributed. Giving it a strange speed tier, higher offenses, and a wider movepool would've seriously helped.

I dont think its stats are the issue. Its respectable all around. What makes Arceus so great is the movepool to go with its flexibility, which is what Silvally lacks.
