Looker mentions that the International Police never witnessed it coming through an Ultra Wormhole, but it's strongly implied to have been on Alola for much longer than the other UBs. The Pokédex in both games all but calls it an Ultra Beast as well.

TL;DR It's clearly meant to be a UB, as well as a hook to the third version and/or Gen 8.
