Ice pokes and everything about them and every single ice poke is still shit. It sucks because I think they look the best on average.

Slush Rush and Aurora Veil were definitely in the right direction, but Hail still needs more to make Ice types great again

What else could be made to make Hail actually usable?

Give ice types a defence boost in hail. There is absolutely no reason why rock types get a special defence boost in sandstorms but Ice doesn't have something equivalent.

This. The problem with hail is that it does nothing. It doesn't increase damage, it just gives everyone residual damage, which sandstorm does anyway but lets more types not get hurt making team building easier, but also gives rocks types an extra boost to special defense because fuck hail I guess.

Get rid of icebody and just make it an standard ice type trait.
Increase freeze chance in hail
Give freeze chance to any non-ice pokemon using ice move
Introduce more than one fucking ice move a generation
For the love of god stop making all ice pokemon slow and bulky
Remove the 1/2x mulitplier to damage done to fire, steel, and water.
Give some more type advantages

Ninetales is a good step in the right direction.

Ice is a good type with few types resisting it and 0 Pokemon being immune to it, as well as arguably the most broken associated status condition with the only drawback of not being absolute.

It just has a lot of shit mons that execute the type incorrectly.

Ice isn't really a good type. Ice type ATTACKS are good because of how fantastic it is offensively, but the type just has way too many weaknesses and not enough resistances as it is. Like you said, making less slow and bulky ice types is a step in the right direction, but what ice really needs is one or two useful resistances.

Hail is a tad prone to weakness stacking. Ninetales works well enough with generic offensive pokemon though, if you consider that a Hail team.
