She still has too little HP and more importantly a lack of reliable recovery/Calm Mind to be tanking too much. AV helps but I'd bet on Choice Specs being more used. Also doesn't help that Torrent is a pretty useless ability .

Primarina is OU material. Amazing typing, Special Attack, and workable bulk make it a great AV tank.

The only reasons it wouldn't make OU are that its niche is irrelevant, or it's simply pushed below the cutoff by a flood of mons (which means that a bunch of stuff could be BL by technicality).

The problem with Primarina is that it has no reliable recovery and it's actually not very bulky. Azumarill gets away with it because of it's monstrous Aqua Jet, but Primarina is a special attacker. Also Sparkling Aria is disappointingly useless unless you really want to use Oceanic Operetta

I think that Incineroar will find a niche once its HA is released and Decidueye would've been good if 30 points were shaved off of its useless Special Attack and placed into Speed.
