I don't recall how it's worked over the entirety of the series, but they've started going off the rails with the "Pokemon they always use last" idea. Even ignoring Guzma's ace making the whole concept assbackwards for him, the important NPC fights are much more likely to forgo hanging onto their ace if they can switch it into a mon it'll be theoretically good on from the AI's perspective. Gen VI had it the typical way for several because Megas tended to be held onto until the end even more so than usual for aces. Even then, I recall those who didn't have Megas being more willing to use their aces earlier if it made sense. Mostly the rivals, I think.
