Has anyone tried teaching a pokemon a move and seeing if it works? Like maybe flying with Salamence, or going up the waterfalls in Lana's trial with Seaking?

Impossible. I had something with Sweet Scent and there isn't even an option to use field moves. Fly also didn't show up, and is explicitly described as "illegal" to use when not on a Ride Pokémon

Dunno about HMs stuff but what I can tell you is that miltank's milk drink cannot be used outside of battle to heal allies. I'd bet chansey's softboiled can't either.
It kinda sucks tho, I'll miss using teleport for quick pokecenter reaching before overwriting it with a better move.
