Simple: every other Water type is either based on an aquatic animal or is a Legendary (and thus a demigod of sorts). Marill is neither so it gets to be Water/Fairy to represent it being a water elemental.

Fucking Chansey is still Normal type, yet GF felt the need to make Azumarill a Fairy.

They really should have added Moonblast to Azumarill's moveset. Play Rough is like the shitty Sam's Choice substitute.

Moonblast needs to become a TM.
