The head canon of smogon and 4chan doesn't make facts. The only for sure thing we can know from the lower speeds overall in this gen and stuff like Dazzling and Queenly Majesty is that Game Freaks saw how speed/priority focused the meta was and wanted to change it.

Every discussion about whether or pokemon is good or not comes down to how fast it is, what kind of priority moves it can get to protect itself, whether or not it can live through the faster attacks of other pokemon, or if its slow enough to be viable for trick room. If you don't see a problem with that, it's probably because you're 12 or have the mentality of a 12 year-old.
