Never see anyone talking about this little guy. Is he any good?

His attack is mediocre, even if you bulk up his HP isn't enough to take a hit.

I could possibly see use for him as a non traditional rapid spinner but it would have to be super gimmicky.

He's not Spinda-tier godawful, but he's not that stellar. Has suprsingly high Attack, but all of its other stats are underwhelming. Has a few neat utility options like Rapid Spin, and Wish, and a workable offensive movepool that includes EQ, Wood Hammer, Sucker Punch, SD, Low Sweep, and U-Turn.
