If the damage was always static then people would simply min/max their EV spreads much easier in accordance with the meta, leading to everything becoming much more static and battles becoming much more boring. RNG is there to try and make battles feel a bit different than your last one.

Singles already suffers from this problem much more than doubles or other formats with all the RNG that exists in the game, if you remove that then pokemon would become a complete snorefest.
