They target kids because they add to the already existing audience. You're not likely to get many adults who aren't already Pokémon fans interested in a new Pokémon game and those who do won't impact the sales enough.

Alot of people who played pokemon as kids are becoming parents, and they will then buy pokemon for their kids knowing its a solid series that they themselves also understand.

So the games are only going to get kiddier and pander to Gen 1 even more.
