252 HP/252 Attack seems to be the standard but you could run Speed if you're going for Flame Charge I guess. No reason to run Def or SpDef as far as I can tell.

its only useful because it can happen to switch in to basically every meta threat right now, its garbage otherwise

252HP/252ATK/4SDEF is standard but you can honestly do whatever you like. More speed investment to outrun certain things, and SPDEF is good too, even without attack investment thick club alone lets it hit like a truck. Just look up some example sets from smogon or w/e

Whenever you KO a pokemon in the wild your pokemon gains a set amount of a hidden value called Effprt value, or EV.
Each pokemon contributes a set type and amount, like basculin gives +1 atk EV.
every 4 EV gained for a stat give +1 to that stat at level 100.
you max out at 508 EV points and no more than 252 per stat.

So it's basically a way to influence the stat growth of your pokemon by training
