This thing was only created for merchandising. They didn't put an ounce of effort into it, just "make Raichu look cuter so we can sell new merchandise".

It's literally the worst of all the Alolan forms. At least most of the others have a reason given for their adaptations, the best they could come up with for A-Raichu is "pancakes xD".
It's also another Lucario-like design where they seem to have just shoved another type onto it with little justification just to make it more unique. There's no reason this thing needed to be the first Electric/Psychic-type.
