It's a good way of dealing some damage, and it shits on Ferrothorn/Toxapex cores as a bonus, but it's hardly a true counter. Tapu Koko is really necessary to give Zone the damage to kill Celesteela, and you're maybe better off just setting up an electric-type Porygon Z rather than spending two slots on Zone/Koko.
