This, or Lance came back at him hard and took back the Champion slot. It begs the question though: Shouldn't someone who is able to become champion be inducted into the Elite Four of their league? Like, if you can stomp the champ but then get beat by another contender you're just... a former champ. You'd think they'd bump the Elite Four down a rank each, drop the lowest ranked and put the former champ as the top slot before the new champ, so the trainers of the League really are the best of the best. Otherwise it's "We're a bunch of people who've been beaten by multiple champion contenders, but we're still considered the top trainers of the region."

Red/Blue/Gold/Silver really should be the current Elite Four of Kanto/Johto.

I think Gen 7 was done to sort of explain how the E4 works, mostly as an invited group of toplevel trainers in a region who as a qualifier to challenge for the champion position. Yeah, it's a bunch of people who lose to the champion contenders like you said, but since we follow the champions we don't see how many washout of the challenge.

My guess is the E4 in Red was founded with that lineup then Lance quit once people started beating the challenge to try it himself.
