Yes but choice scarf gives good speed and sleep talk allows it to use three other moves so you aren't technically locked into one move like normal with cscarf

Well, he's the only Normal type Rapid Spinner that isn't fucking Spinda, so my mono normal team can have decent hazard control apart from Defog.
He can also support with Wish, and hits pretty hard, and has OK special bulk.

Yes, since it does extra damage to sleeping targets, THEN wakes them up, instead of doing extra damage when it wakes them up. It's like Knock Off if you don't knock off an item.
