Is it canon that Red caught Mewtwo? Even so, I'd say the strongest trainers are Red, Silver because he defeated Red, Hilbert because he has Zekrom and Brendan because he has Mega Fug. Might possibly have Deoxys too.

Either way I'm giving it to Brendan. Mega Rayquaza is fucking strong as shit.
