That's not what he means by legit.

PKHeX can make legal Pokemon, but "legit" Pokemon are considered ones generated by the game, despite there being no difference in the data itself.
If it even passed the WT checks then it's already legal, as for it being legit or not you can't tell (unless it's blatant like a level 100 6IV shiny)

It's not only similar in color, but in shape too, and you're ignoring the ability they gave it.
You posted a cherrypicked version where carbuncle is most different from Espeon, I provided a google search depicting multiple versions of carbuncle where half of them are very similar to it.
Espeon is certainly not based on FF's carbuncle, but there's no mistake that they took the chance to make a very obvious reference.
