There are two aspects to design: concept and execution.

Jynx has an interesting concept but a bad design. It's ugly to hell and back, doesn't reflect the ice-type at all, even borderline racist lmao

Rockruff line has a rather boring concept and a shitty exectution. Rockruff is cute and I understand they wanted to make a "werewolf uses the moon and the moon is a giant rock" connection but there's nothing in the design to indicate that besides the fact that Lycanroc-Midnight is a werewolf.

Jynx is a modern Yama-uba.

Yama-uba was an attractive woman (but also sometimes an old crone) that lures away travellers in the mountains (hence the Ice type) and eats them.

Ganguro also has a sub-culture within it called Yamanba (another name for Yama-uba), but that's more recent than Pokemon and is probably a coincidence. But Ganguro as a whole consists of young women in their 20s with fake tans and bleached blonde hair, and way, way too much makeup. And that's Jynx all over.
