You'll unlock it after a certain point in the game, go to the right menu and select "QR Scan" or something like that, and then you press X for Island Scan

I've gotten a Serperior and Bellsprout.
Also has anyone else gotten the shiny versions registered in their dex when scanning the ones in the link? I wanted to have Kanto Diglett/Dugtrio and M-Sabeleye but after I scanned them their shiny versions ended up there as well.

It only fills the slot. You still have to catch the actual pokemon.

Nope, but useful for form entries since you only need to catch one and simply "see" the other.

2 hours for one scan. It's stupid but that's it.
