Headcanon warning:

I'd say a little bit after. Lusamine probably went a little crazy trying to get Aether to search for him in Ultra Space, but after not being able to find him she assumes that the UBs ate him. This is probably when the BKP is funded, but after its failure Aether tries to be more direct with the beasts, using Cosmog gas to open Wormholes and search for Mohn until they have to give up. That probably is what snapped her and her hatred of the Beasts for killing her husband started warping into a fascination with them. This may have been caused by contact with a Nihilego, and the toxins warped her ambitions from wanting to find and protect the people she loves (her family) into forcing everything to be confined by her "love".
