I never said it does though, it's just a opinion. Milotic looks beautiful, but still has this imposing threat to it. Serperior and Delphox do the same to me too, initially, I was actually put off by Delphox at first because it looked eerie. My first reaction to Serperior was that it looked like a imposing regal starter, the kind of royalty that probably wouldn't have much pity.

Primarina just looks cute to me though, even though it does have the spikes for instance. Mannerisms in Amie doesn't really help either. The frills make it look more like a maid/seal in long dress if anything (a ballerina in Brionne's case). It kinda helps to know it's kinda kinda based on sirens, but design wise, I guess it's meant to be cute/pretty/attractive at first, but lore wise, meant to be terrifying since sirens do eat sailors or their souls IIRC after enchanting them or just drive them mad.
