They're not really malicious like that. Sometimes the dumb shit they do really has to be taken at face value, with no assumed malicious intent behind them.
For example, Ohmori thought putting that Battle Frontier miniature in ORAS was going to be taken as a cute nod to Emerald, since Ruby/Sapphire take place before it but back during the original RS they didn't know they were going to make a Battle Frontier in the future, but now they do so they put it there for world consistency/continuity.
Instead, it was predictably taken as a spit in the face of fans.
