Don't worry, Bagon only has a 1% encounter rate meaning you will never see it, and then it still has to get low HP, call for help and get a Salamence to help.

it took me about four hours to finally catch the thing. the first Bagon I encountered wiped my team once I ran out of healing items, so I came back with more. but the second one used up all its moves and fainted itself with struggle. the THIRD one took fucking forever to find, but it was the one that finally called the Salamence, and I caught it in one ultra ball.
