Does the shiny charm apply to breeding or only wild pokemon?

It applies to ALL

Neither. This is the second generation in a row where I've found fewer shinies with it than without it.

You have to catch the whole dex.
The difference to previous titles is that it's only the local dex and not the national.
the oval charm is also easier to get. You just have to beat Morimoto in the game freak office after the E4.
