You wont be able to evolve punch crab until right before the elite four.

Id say go punch crab and then switch him out for noisy dragon later on

Just train both. I'm at the beginning of the fourth island and I've got three teams of six simply because I didn't want to be overleveled and because I wanted to test out multiple new Pokemon, not just six.

I mean, what kind of trainer only trains six guys? Do you have a short attention span or something?
