I'm not an expert on these things but I would just give her more speed and a decent recovery move. Her Special Defense is already good enough so I wouldn't touch that. Primarina probably wouldn't need to run any defensive investments at all if she at least had the speed to setup reflect before most other Pokemon could attack. Even better if she had recover or something so Primarina could then heal the next turn while also taking half damage. Then you could dump EVs into Special Attack instead.

Fire types maybe, but grass types? First of all, ignoring that grass is arguably one of the worst types, there are Lurantis, Shiinotic and Tsareena as well as however many gen 1 grass types that are better. Even as far as fire types you can get a Growlithe not far into the game. Any of them can essentially be replaced fairly early on, especially since the game is pretty easy.
