Do the math. Either he was the dragon captain and turned 20 (so he couldn't be a captain anymore) or he was deigned too immature to replace the previous one. Which would explain why Poni had only one trial captain and it didn't seem to fit.

Just because they came up with a decent excuse for why the Dragon Trial was deserted doesn't mean that it wasn't rushed. You do a lot of ass-covering when you're making a game to a deadline. Shit doesn't work out, and you don't get to include content you wanted to include, but you still have to do SOMETHING with the resources.

Saying "they explained it in the game" is a completely useless argument, as any clever writer will be able to whip up a couple of lines of explanation to cover for the fact that development didn't get to do what they wanted with the resources. The explanation isn't indicative of not being rushed, in fact you could argue the exact opposite.
