Salazzle is the best user of it, and hits pretty hard, even neutrally. You have fire blast too if someone tries to switch in a steel type and Toxic + Corrosion for Heatran and poison types
Reminder that it also is still useable if you switch out.

In the summary for it, the icon shows it does special damage even though the description says physical. Probably carried forward from before the special/physical split. Idk why gf doesn't just fix it.

Drought finally puts it at a point where it has respectable offense to go along with its already impressive defenses, and a movepool that isn't too bad all things considered. It can now punish hard and serve as a good check and switchin to a number of Pokemon. Itll be niche in OU and viable in UU.
