Salazzle is the best user of it, and hits pretty hard, even neutrally. You have fire blast too if someone tries to switch in a steel type and Toxic + Corrosion for Heatran and poison types

Drought finally puts it at a point where it has respectable offense to go along with its already impressive defenses, and a movepool that isn't too bad all things considered. It can now punish hard and serve as a good check and switchin to a number of Pokemon. Itll be niche in OU and viable in UU.
