So I can breed wish on to Clefairy by breeding it with a Togetic. However VGC rules says any moves unable to be obtained without pokemon only available in the generation are banned - does this mean wish is an illegal move on Clefairy in VGC since togetic isn't in the alolan dex?

Very simple. If you have a pokemon with Synchronize in the first slot of your party, the chance of encountering a wild pokemon with the same nature rises to 50%. So if you're looking for a pokemon and you want it to have an adamant nature, get yourself an adamant-natured synchronizer, and your chances of finding the pokemon with the desired nature increase significantly.

There are two things I can think of. The first issue is that once you start a battle, you send out your first un-fainted pokemon, and now THEY'RE in the first slot, not your synchronizer.

The second is that there is an actual bug related to SoS and synchronize, in which synchronize works as long as they're in battle, but it works off of the pokemon that was in the first party slot at battle start, rather than the synchronizer itself. So if you started a battle with a hardy pokemon then switched to a jolly synchro, it would sync up with hardy and not jolly.
