You can't boost IVs but you can use hyper training to boost a stat to the value as if it had 31 IV. Basically the only reason why the actual IV stat doesn't change is so you can't use hyper training to make 6IV dittos for breeding.

best way is getting power items and doing chains since all EVs are doubled in a chain, so with a power item you get at least 18, 36 if you have pokerus. So you only need 14(7 with pokerus) kills.

Festival plaza can also be used but requires probably even more time to set up than farming BPs for power items. And you have to constantly farm stupid minigames.

Pelago isle evelup is the fastest to set up. But that one works passively in the background. it will take you around 16 hours to max a single stat in there if you use beans.

Exp. Share gives everyone EV, but only the points that come from the (wild) pokemon directly. Power items and pokerus only apply to those who have it.

Female + male from different species. Ball from the female gets passed down.
Female + male from the same species: someone said there's a chance for the male to pass down his ball, other say there isn't. I haven't done any testing myself yet.

Generally, you can't breed pokeballs across different species.
Master ball and cherish balls also can't be passed down.
