Heartscales can also teach Pokemon moves HIGHER up in their move list Anon. It's pretty dope, and fucking awesome for little cup and breeding

No one runs Parting Shot on it for damage. They use it for a tactical retreat IIRC it's movepool doesn't have particularly good picks for physical so you're almost forced into using it's type change signature as coverage.

This is really the best it can do. It's job is to top of someone more important, maybe remove a specific threat to your team (Like Ice Beaming a Flygon or something) then Exploding in shame.
