Don't put EV's into HP, it already has enough. Help its defences instead.
Either go Band, Specs, or AV. With an AV and max Sp.Def EVs, it is actually a fucking solid special tank.
Go Brave or Quiet, depending on what you want BB to buff

I think it is too bulky for RU. This thing is seriously non-eviolite Chansey in terms of raw bulk. With as much HP as it has, with decent attacking stats, it can force a trade with too much stuff there.
