There's a lot of pokemon they do that for to basically require you to drop a Heart Scale on them. I can't think of any other pokemon off the top of my head that can't learn their signature move at all naturally, but there's lots of pokemon that learn it at an absurdly high level. Volcarona being the best example.

I guess I just feel like signature moves should be learned naturally. In my experience, most heart scale moves are for strong or interesting attacks that almost "don't make sense" for the pokemon to learn naturally, but that still benefit the pokemon a lot.

And I don't mind mons learning signature moves at a high level, as long as they can still get them "naturally."
