Smeargle has two main gimmicks. Baton Passing a ton of boosts, and putting everything to sleep. Both of these are banned by Smogon.

It fell because it's predictable and easy to shut down (Taunt, Magic Bounce, etc.) Plus as others have already mentioned Smashpass and Moody are banned.
