You get one from fighting the principal in the trainers school once you beat the game, otherwise wild politoeds or Battle Tree

You can also get them off wild Slowbro in that Bay on the first island.

If you want to maximize your chances of finding a King's Rock on a wild Pokemon, put a Butterfree with Compoundeyes at the front of your party, then use a Pokemon with Frisk and Thief to check and take items.
