Articuno is technically a legendary. Legendary is not a meaningful status outside of specific short lived events and Little Cup.

Battle towers, VGC, and smogon all allow reasonable non-mythical legends with 600 and under BST (plus Regigigas I believe). Xurk won't be a problem pretty much anywhere even with its huge SpA.
