It's really fucking good. Set up dual screens for your team, chip everything with Hail, powerful dual STABs, and Freeze Dry for Water types like Toxapex.

It gives rain teams a really hard time, which I love. Freeze Dry is 4x effective on Pelipper and Kingdra, and Hail overwrites Rain, removing Swift Swim.

Conceptually, a fast Ice type special attacker is really powerful. Accurate STAB Blizzards from this thing should be a nuke.
