It was popular initially and Litten and especially Popplio were snubbed. This attracted a bunch of people to Popplio who thought they were oh-so-unique-and-special by choosing it. In turn, this made Popplio from the most ignored to one that got the most attention, and when Litten evolved, furfags and "always chose fire" players flocked to it. This left Rowlet with very little remaining fanbase and ironically enough, it became the least popular while people still thought it was the most popular so they continued to ignore it due to anti-popularity bias.

Well it certainly isn't an ignored starter like Chikorita, but it did lose a lot of fans. Overall they are relatively even between them so far with any leads or drops being somewhat minor, but the "final" opinion count will have to wait for about a year to settle.
