To casual players, 95 in everything would give the impression of it having huge stats. Unfortunately, not being specialized in any way makes it shit competitively.

Arceus gets by in ubers because while even stats sound average, they actually mean it is very bulky and fast with jellylike offensive presence.
Arceus gets by because Extreme Killer is broken as fuck, and because Arceus has a sexy support movepool.
Sylvally has no Extreme Killer, and no support movepool, meaning all it is good for is as a bulky fastish tank. And it is one of the best Z-Parting shot users. Sylvallie's real trouble comes after Pokebank releases, since Mew does literally everything Sylvally does, but better, and with a shiny new exclusive 210 BP nuke.

Well rounded stats, interesting ability+access to Parting Shot. It's gonna see use in competitive for sure.

Also, Eviolite Type:Null will be a thing in the lower tiers. Crazy bulk with still usable offensive stats and can't be critted on.

Gamefreak doesn't give the slightest fuck about balance. Silvally is supposed to be a poor man's Arceus and that's exactly what he is in regard to literally everything.

Might be ok in VGC where things are restricted to the Alola Dex. 95 speed is pretty fast by those standards.

Honestly, it would've been ok if memories gave plate like boosts and it got Espeed. Wouldn't have been anything to write home about, but would've been passable.

It's a non -Legend version of Arceus.

On a story basis, SuMo were very heavily influenced by old Alchemy myths and legends.
Type: Null and Silvally are chimaera. Alchemical creations by combining other parts.

On a gameplay basis, it's a more usable Arceus wothout it being OP with crazy BST. Gamefreak obviously like the system Silvally, Arceus, Genesect and Z-Moves use (Using items to change moves and types).

However, it is odd that Silvally can't breed with Ditto. It is odder still that Silvally is considered a legendary in the game's code. It is even odder still that Silvally loses its held item to change type when Arceus at least keeps the bonus of its held plate.

Really, Silvally would be helped out a lot by being breedable, having the memories boost its damage output of moves of the memory's type by 10% and learning Recover naturally. That's all it needs.
