Starters are tree, grass, fire and water. All they can use FPlant BBurn and HCannon, also Grass pledge, Fire pledge and Water pledge. His regular abilities are predefined too, always Overgrow, Blaze and Torrent.
Pikachu is received as a Starter Pokemon but isn't a real starter, you dense motherfucker

starter pokemon = whatever pokemon which you receive at the start of your adventure as your first partner
"Starter Pokemon" = Grass/Fire/Water type, Grass/Fire/Water pledge, FP/BB/HC, Overgrow/Blaze/Torrent as regular ability, etc. There's at least one of each type in main regions (Kanto, Johto, Hoenn, Sinnoh, Unova, Kalos and Alola)
