Percentages won't help you find an average. The total percent is calculated by the total number of pokemon found.

Could realistically still mean like 30% if the first three groups have an overall smaller number (like 4 out of 5), where the last may be 20 out of 100, and only 20%. You have more in the last group, but a smaller percentage.
