Nah, SM is genuinely unfinished. Mina's existence and the lack of fucking national dex are the biggest proofs of that. There's also a bunch of other things, but those two are enough evidence.

S/M weren't made for 3ds, they are laggy as hell, if Stars is real, they must give me reaseons to buy it, maybe transfering your saved data or retconings like BW2.
Also the game has many blank spaces between files, trainer classes aren't complete and many dialogues unused for characters that aren't in the game.

I think excluding the national dex from the game itself is a horrible choice. But I'm fairly sure it's a deliberate one and not a sign of the game being unfinished. The pokémon themselves are in the games in all their glory, so copypasting the little dex data that isn't already in the game would have taken minimal effort.
